CARB CTC-VIS Portal Login Guide

A plain-English walkthrough for logging into the California Clean Truck Check Vehicle Inspection System (CTC-VIS), registering your fleet, and reviewing your compliance status.

What is CTC-VIS?

CTC-VIS is the California Air Resources Board (CARB) online portal used to manage Clean Truck Check compliance for heavy-duty diesel vehicles operating in California. Fleet owners use it to register vehicles, pay the annual compliance fee, and confirm their OBD test results have been reported.

How to log in, step by step

    Go to the official CTC-VIS URL

    Navigate to cleantruckcheck.arb.ca.gov. Bookmark the page so you always land on the real CARB portal.

    Sign in with your CARB account

    Click Sign In and enter the email and password associated with your CARB fleet account. If you don’t have one yet, choose Register and set up a new account for the responsible party.

    Verify your identity

    CARB may email a verification code. Enter it to complete sign-in. Keep the email you registered accessible — it’s used for password resets and compliance notices.

    Add or select your fleet

    Once inside, add a fleet if this is your first login, or select an existing fleet. You’ll need your USDOT number and CA number handy.

    Register your vehicles

    Add each qualifying diesel vehicle by VIN. CTC-VIS will show which trucks are due for their next OBD Clean Truck Check test.

  6. 6

    Pay the annual compliance fee

    Pay the per-vehicle CTC compliance fee for the reporting period. Without payment, your vehicles cannot be reported as compliant even after passing the test.

  7. 7

    Confirm your test results

    After we perform your OBD Clean Truck Check on-site, the certified results are reported to CARB. Log back into CTC-VIS to confirm the passing status shows on each vehicle.

Common login issues

  • Forgot password: use the Reset Password link on the CTC-VIS sign-in page — the reset email goes to the account owner.
  • Account locked after failed attempts: wait 15 minutes or contact CARB support to unlock.
  • Can’t find your fleet: make sure you’re signed in with the same email that originally registered the fleet.
  • Missing vehicles: confirm the VIN is entered correctly and the model year is 2013 or newer.
